Fatima Ezzahra El Mansouri, première femme nommée cheffe du gouvernement au Maroc

S.M. le Roi Mohammed VI a reçu mardi 29 septembre 2026, au palais royal de Rabat, Fatima Ezzahra El Mansouri, coordinatrice de la direction collégiale du Parti authenticité et modernité (PAM), et l'a nommée cheffe du gouvernement, selon le communiqué du ministère de la Maison royale, du Protocole et de la Chancellerie. Elle devient la première femme à occuper cette fonction au Maroc. Le Souverain l'a chargée de former le nouveau gouvernement, conformément à l'article 47 de la Constitution, qui prévoit la nomination du chef du gouvernement au sein du parti politique arrivé en tête des élections des membres de la Chambre des représentants, organisées le 23 septembre.

Née en 1976 à Marrakech, avocate de formation, Fatima Ezzahra El Mansouri a été élue maire de Marrakech en 2009, devenant la première femme à diriger la ville, fonction qu'elle a occupée jusqu'en 2015 puis de nouveau à partir de 2021. Depuis octobre 2021, elle était ministre de l'Aménagement du territoire national, de l'Urbanisme, de l'Habitat et de la Politique de la ville dans le gouvernement d'Aziz Akhannouch, auquel elle succède à la tête de l'exécutif.

Prochaine étape : sur proposition de la cheffe du gouvernement, le Roi nommera les membres du gouvernement, comme le prévoit l'article 47. La cheffe du gouvernement présentera ensuite son programme devant les deux Chambres du Parlement ; selon l'article 88 de la Constitution, le gouvernement est investi après avoir obtenu la confiance de la majorité absolue des membres de la Chambre des représentants.

استقبل جلالة الملك محمد السادس، يوم الثلاثاء 29 شتنبر 2026 بالقصر الملكي بالرباط، السيدة فاطمة الزهراء المنصوري، منسقة القيادة الجماعية لحزب الأصالة والمعاصرة، وعيّنها رئيسة للحكومة، حسب بلاغ لوزارة القصور الملكية والتشريفات والأوسمة. وتصبح بذلك أول امرأة تتولى هذا المنصب في المغرب. وكلّفها جلالته بتشكيل الحكومة الجديدة، طبقاً لمقتضيات الفصل 47 من الدستور، الذي ينص على تعيين رئيس الحكومة من الحزب السياسي الذي تصدّر انتخابات أعضاء مجلس النواب، التي جرت يوم 23 شتنبر.

وُلدت فاطمة الزهراء المنصوري سنة 1976 بمراكش، وهي محامية، وانتُخبت عمدة لمراكش سنة 2009 لتصبح أول امرأة تقود المدينة، وهو المنصب الذي شغلته إلى غاية 2015 ثم مجدداً ابتداءً من 2021. ومنذ أكتوبر 2021، كانت تشغل منصب وزيرة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة في حكومة عزيز أخنوش، الذي تخلفه على رأس الحكومة.

الخطوة المقبلة: يعيّن الملك أعضاء الحكومة باقتراح من رئيستها، كما ينص على ذلك الفصل 47. ثم تعرض رئيسة الحكومة برنامجها أمام مجلسي البرلمان؛ وحسب الفصل 88 من الدستور، تُعتبر الحكومة منصبة بعد حصولها على ثقة الأغلبية المطلقة للأعضاء الذين يتألف منهم مجلس النواب.

Fatima Ezzahra El Mansouri becomes Morocco's first woman head of government

His Majesty King Mohammed VI received Fatima Ezzahra El Mansouri, coordinator of the collective leadership of the Authenticity and Modernity Party (PAM), on Tuesday, September 29, 2026, at the Royal Palace in Rabat and appointed her Head of Government, according to a statement from the Ministry of the Royal Household, Protocol and Chancellery. She is the first woman to hold the post in Morocco. The King tasked her with forming the new government under Article 47 of the Constitution, which provides for the head of government to be appointed from the political party that came first in the elections to the House of Representatives, held on September 23.

Born in Marrakech in 1976 and a lawyer by training, Fatima Ezzahra El Mansouri was elected mayor of Marrakech in 2009, becoming the first woman to lead the city, a post she held until 2015 and again from 2021. Since October 2021 she had served as Minister of National Territory Planning, Urban Planning, Housing and City Policy in the government of Aziz Akhannouch, whom she succeeds as head of government.

Next step: on the proposal of the Head of Government, the King appoints the members of the government, as Article 47 provides. The Head of Government then presents her programme to both houses of Parliament; under Article 88 of the Constitution, the government takes office once it wins the confidence of an absolute majority of the members of the House of Representatives.
