S.M. le Roi Mohammed VI préside ce vendredi 9 octobre 2026 l'ouverture de la première session de la première année législative de la nouvelle législature, la douzième, issue des élections des membres de la Chambre des représentants du 23 septembre. Comme chaque année, l'ouverture est marquée par un discours royal prononcé devant les membres des deux Chambres du Parlement réunis à Rabat. L'article 65 de la Constitution prévoit que le Parlement siège pendant deux sessions par an et que le Roi préside l'ouverture de la première, qui commence le deuxième vendredi d'octobre ; la seconde s'ouvre le deuxième vendredi d'avril.

Cette rentrée est la première pour les 395 députés élus le mois dernier, et elle intervient quelques jours après la nomination, le 29 septembre, de Fatima Ezzahra El Mansouri au poste de cheffe du gouvernement, une première au Maroc. Le discours d'ouverture est l'une des principales occasions au cours desquelles le Souverain s'adresse à la Nation et fixe les grandes orientations de l'année politique.

Plusieurs étapes institutionnelles suivent : l'élection du président de la Chambre des représentants, élu en début de législature pour toute sa durée (article 62), puis, une fois le gouvernement nommé par le Roi sur proposition de la cheffe du gouvernement, la présentation de son programme devant les deux Chambres et le vote de confiance de la Chambre des représentants (article 88). يترأس جلالة الملك محمد السادس يوم الجمعة 9 أكتوبر 2026 افتتاح الدورة الأولى من السنة التشريعية الأولى للولاية التشريعية الجديدة، الثانية عشرة، المنبثقة عن انتخابات أعضاء مجلس النواب التي جرت يوم 23 شتنبر. وكما هو الشأن كل سنة، يتميز الافتتاح بخطاب ملكي يُلقى أمام أعضاء مجلسي البرلمان المجتمعين بالرباط. وينص الفصل 65 من الدستور على أن البرلمان يعقد دورتين في السنة، وأن الملك يرأس افتتاح الدورة الأولى التي تبتدئ يوم الجمعة الثانية من شهر أكتوبر، فيما تُفتتح الدورة الثانية يوم الجمعة الثانية من شهر أبريل.

وهذا أول دخول برلماني للنواب الـ395 المنتخبين الشهر الماضي، ويأتي بعد أيام من تعيين فاطمة الزهراء المنصوري رئيسة للحكومة يوم 29 شتنبر، في سابقة هي الأولى من نوعها بالمغرب. ويُعد خطاب الافتتاح من أبرز المناسبات التي يتوجه فيها جلالة الملك إلى الأمة ويحدد فيها التوجهات الكبرى للسنة السياسية.

وتلي ذلك عدة محطات مؤسساتية: انتخاب رئيس مجلس النواب في بداية الولاية التشريعية لكامل مدتها (الفصل 62)، ثم، بعد أن يعين الملك أعضاء الحكومة باقتراح من رئيستها، تقديم برنامجها أمام مجلسي البرلمان وتصويت مجلس النواب على منحها الثقة (الفصل 88). كما تُعد دورة أكتوبر موعد دراسة مشروع قانون المالية لسنة 2027. تابعوا أبرز مواعيد الحياة الوطنية في تقويم المغرب على calendriermaroc.com.

King Mohammed VI presides on Friday, October 9, 2026 over the opening of the first session of the first legislative year of the new legislature, the twelfth, elected in the House of Representatives elections of September 23. As every year, the opening is marked by a royal speech delivered to the members of both houses of Parliament gathered in Rabat. Article 65 of the Constitution provides that Parliament sits in two sessions a year and that the King opens the first, which begins on the second Friday of October; the second opens on the second Friday of April.

It is the first session for the 395 members of the House of Representatives elected last month, and it comes a few days after Fatima Ezzahra El Mansouri was appointed head of government on September 29, a first in Morocco. The opening speech is one of the main occasions on which the King addresses the nation and sets the main directions of the political year.

Several institutional steps follow: the election of the Speaker of the House of Representatives, chosen at the start of the legislature for its whole term (Article 62); then, once the King has appointed the government on the head of government's proposal, the presentation of its programme to both houses and the House of Representatives' vote of confidence (Article 88).
